Panoramic windows are installed without permits
In the Aid Decree (DL 115/2022), the installation of Panoramic Glass Windows(VEPA) is liberalized (see
WINDOWS and VERANDAS
)
, making them part of free building works, those that do not require any prior authorization.
Panoramic vents, are perfect as an addition to a balcony or to close off a PERGOLA / PENSILINA. (see mod.
PERGOLA
).
However, there remain requirements to be met, let’s see them together while waiting for the decree to be finally converted into law.
No more permits will be needed to install panoramic or “all-glass” windows, as long as the zoning rules of each municipality with special attention to the cultural heritage code are followed.

An indispensable stake for free installation is removability, i.e., the ability to move them easily, for example, by means of side-sliding and bundling systems (see
WINDOWS and WINDOWS
). Only in this way will it be possible to comply with the rule that stipulates that windows do not configure “stably enclosed spaces resulting in a change in volumes and surfaces, as defined by the building regulations-types, which may generate new volume or result in a change in the intended use of the building, including from an accessory surface to a useful surface.”
VEPAs must fulfill the following requirements:
- weathering protection
- acoustic andenergy performanceimprovement
- Reduction of heat loss for energy conservation
- Partial waterproofing from aquepiovane seepage
- microaction.
Finally, the text of the standard does not talk about total transparency but emphasizes that they must be almost invisible from the outside. The glazing, it says, must “have such technical-constructive features and aesthetic profile as to minimize visual impact and apparent bulk and not to change pre-existing architectural lines.”
